Move VS Code tools to tools/vscode/

Move VS Code specific configuration files to tools directory.

Tasks:

• Move process-palette.json → tools/vscode/process-palette.json
• Move compile_commands.json → tools/vscode/compile_commands.json
• Test VS Code functionality after move

Acceptance Criteria:

• Files moved to correct location
• VS Code tools function correctly

Dependencies: Create tools/ directory structure
Estimate: 1 story point
