Move GitHub-specific configuration files to .dev directory.

Tasks:

• Move .github/ISSUE_TEMPLATE/ → .dev/github/ISSUE_TEMPLATE/
• Move .github/workflows/ → .dev/github/workflows/
• Move .github/code_of_conduct.md → .dev/github/code_of_conduct.md
• Move .github/issue_template.md → .dev/github/issue_template.md
• Move .github/pull_request_template.md → .dev/github/pull_request_template.md

Acceptance Criteria:

• All GitHub config files moved
• CI/CD workflows preserved
