Update build scripts references

Update build scripts to work with new directory structure.

Tasks:

• Update tools/build/build-configs.sh Docker Compose references
• Update tools/build/get_test_targets.py workflow path references
• Update any hardcoded paths in scripts
• Test script execution

Acceptance Criteria:

• All scripts work with new structure
• No broken path references
• Script functionality unchanged

Dependencies: Move build scripts, Move GitHub configuration
Estimate: 2 story points
