Create new .github/ directory structure that works with .dev/ location.

Tasks:

• Create new .github/ directory structure
• Create symlinks or copies referencing .dev/github/
• Test CI/CD pipeline functionality
• Update workflow paths if needed

• GitHub Actions work with new structure
• CI/CD pipelines functional
• Workflow references updated
