• Create tools/README.md with organization guide
• Document how to add new tools without degrading structure
• Include "where does my new tool belong?" decision tree
• Create tools/scripts/powershell/README.md (Windows)
• Create tools/scripts/linux/README.md (Linux)
• Document platform-specific setup and usage

Acceptance Criteria:

• Tools directory purpose clearly explained
• Platform-specific guidance available
• New tool placement patterns documented
• Setup instructions for both platforms
