NPC Spawning Issues with HL2 NPC

horde seems to spawn VJ base snpcs just fine on maps both with and without horde map entities but npcs like npc_combine_s seem to spawn a lot less frequently (sometimes not at all) on maps that only have ai nodes and not the mapping entities
