Duplicate observation could be uploaded by pressing Upload button multiple times

## Description
After first pressing the Upload button, it might take a while to pop out the observation page. Before popping out, keep pressing Upload button would upload duplicate observations. 

## Potential solution
We can disable that button when user pressed it in the first time. Need to reproduce this error first.
