New "Check for unmerged example-data pull request" test does not work

Problem description

I updated the README.md in the Cantera/cantera-example-data repository to document the current behavior,
see Cantera/cantera-example-data#4

In the present form, the Linter is superfluous as existing CI runners that test samples will fail.

While the Linter action may not work as expected, there are scenarios where it may be the only job that acts as a reminder.

The linter is not superfluous. It is there to remind you that the PR is not ready to be merged until the corresponding example-data PR has been merged and the submodule has been updated in the main repo PR. It even leaves a warning for you explaining this on the action "summary" page, e.g. https://github.com/Cantera/cantera/actions/runs/17043712688.

Yes - looks like the setup I used for the repos was the culprit. Will update instructions in Cantera/cantera-example-data#5 accordingly.
