Add 'more info' buttons to the upload view

Add buttons to show more info for specific upload fields (possibly in a new window).  This would be helpful to launch documentation outlining the supported directory structure for model archives, time series cdv, etc..).  Moreover, this would allow us to explicitly state the model parsing libraries that are supported.
