Vibecheck watch command

Uses sysinternals to monitor created process (e.g. git), get the working directory and run a vibecheck on it. Send a windows notification if it finds something? Then I guess we need a web interface. Huh. There's a bit to get done there.

• We can probably have two types of watcher, a web interface one and a console one, implemented via an interface.
• We will need watcher settings.
• I'd also like the ability to send notifications when you get feedback (after it finishes).
• I'd also like a notification provider interface so if someone wants, they can implement that for linux, because I ain't doing that.
