Upgrade Biome to 2.4.2

Task

Upgrade the @biomejs/biome devDependency in root package,json to the latest version 2.4.2.

Acceptance Criteria

• The @biomejs/biome devDependency in the repository should be upgraded to version 2.4.2.
• Run biome lint to ensure that linting continues to work with Biome 2.4.2 and there are no new errors introduced by the upgrade.
