Rendezvous protocol support

Is there any appetite to support this proposal on discv5? I implemented a proof of concept in Ultralight a couple of months back and it looks like the general proposal to put it in discv5 is starting to pick up steam. Sigma Prime has a WIP PR for their discv5 library underway.

If there is, I can explore implementing it following the spec outlined by Piper for discv5.

If this is specified in discv5.2, then we should implement it. No updates so far, seems still WIP.
