alarm logger - acknowledged messages not shown

Right now the alarm acknowledgements are shown in the "Alarm Configuration Changes" accordion. It might be better to show in the "Alarm Log Entries" table. Either way there isn't text that shows "acknowledged" so it's not clear at all. Just an empty config message box for all these events.

Looks like if the alarm message does not have "config_msg" key then show the "command" key value instead
