properly space progress bar milestones #15
Description
Partially implements user story #5
Milestones are created and working but are currently not spaced properly.
This task is to add the css/js to properly space the milestones along the progress bar based on their numerical value.
Ex.
A milestone with a value of 0 will be placed at the very beginning of of the bar
A milestone with a value of MAXCOUNT will be placed at the very end of the bar
