Can't downgrade the apps from a different country

I have a US apple id and a chinese apple id, and use the US id as default account.
If I want to downgrade a chinese app that only provided in chinese store, for example NetEase Music, it will remind me that app is no longer available, although it's still available and I can upgrade it from appstore without any trouble.
