How do you set up the project now?

Create or update the database; set up an openid server; configure the apps; create the apps, users, and rols in the identity server.

This is a very long process to set this up for dev.  Can this possibly be simplified?  Or at least adequately documented?  How can we expect more devs when it's so confusing to get started?
