I'm not sure of the dimensions of this outline map nor its purpose. Is this just supposed to be a black image that matches the size of the screen resolution? That would make sense for a letterbox effect on wide screens, but the comments could clarify that and having a default file would prevent the map.py file from resulting in errors with just the files in this repo.
