Nixpkgs patchelf version bump #20
Description
patchelf is foundational to Nixpkgs and upgrades typically cause widespread breakage which is hard to predict or detect ahead of time.
However, older versions of patchelf may break libraries: NixOS/nixpkgs#434101.
Need to find a resolution for this, or document the way to upgrade patchelf.
