CUDA setup hook to check for desired device code

When `config.cudaCapabilities` is specified, packages should (typically) be built such that device code is generated only for the requested feature sets. Mismatches in generated device code are usually an indication the package was not correctly patched and is effectively ignoring the requested feature sets.
