Describe where to host VMs

Our partners need to know that in the deployment process there is a choice that they could make in relation to where to host their instance, and that there are options that they could consider.

Factors to consider when you choose where to host your data:

• provider: different providers have different track records, with service agreements that could be more aligned or not with IDS, different costs, and different services. Azure is our choice, document why. Document other options too.
• location: Each provider offers multiple locations in different countries. Each location influences latency, availability amongst others.

We choose Azure.
