Remove support for Targets #202
Description
Targets was the original implementation to determine the free space of a potential target Source. That construct was replace with Libraries, Locations in Version 4.0. Targets was still supported but an editor in Navigator was not implemented.
Given Locations is more granular and does not require an additional configuration file Targets will be removed in Version 5 unless someone has a valid argument for keeping it.
