Add new identifier terms to CTDL.

Proposal: Add new ID terms to CTDL.

Reason: As more organizations are being added to the registry, it would support deduplication efforts if there were more ID options. Currently, CTDL support OPE IDs, IPEDS IDs, NCES ID, FEIN, and DUNS.

Suggested IDs: Upcoming publishing data includes the following IDs that I propose be added to CTDL:

-State School ID (Example: KS- D0272-3279)

-State School District ID (Example: KS-D0272)

-Registered Apprenticeship Partners Information Database System (RAPIDS) ID

-Training Provider Results (TPR) ID

@sarahwyatt would it be acceptable to use the existing ceterms:identifier property with an ceterms:IdentifierValue ? The data would look like this:

    ...
    "ceterms:identifier": {
        "ceterms:identifierTypeName": "State School Identifier",
        "ceterms:identifierValueCode": "KS-D0272-3279"
     }

[If there is a URI that unambiguously identifies the ceterms:identifierType we could use that for extra precision.]

This is close to what the CEDS Ontology does with its Organization Identifier class.

@sarahwyatt We discussed this in the CTDL meeting. Since state school identifiers are rather narrow in application -- every state has its own identifiers -- we don't think it makes sense to create CTDL ID terms for this. However, we could use Concept Scheme to create a list of Identifier Types that could be used for this purpose.
