Is there a way to provide proxy info to make it work behind the proxy?

What steps will reproduce the problem?
1.with the same binaries able to generate the bitly code in local setup
2.whereas failed to generate the one on client machine behind proxy with below 
error
3.ERROR:com.rosaloves.bitlyj.BitlyException: Transport error! 403 Forbidden ( 
The ISA Server denied the specified Uniform Resource Locator (URL). ) 

Platform: windows7 professional
 version: bitlyj 2.0
