[Bug] Shadowspawn Dreadful Scream does not target

Summon shadowspawn

Describe the bug
A clear and concise description of what the bug is.

The dreadful scream only records that it has been used - it really should take a target list and apply the Frightened status on a failed save

To Reproduce
Steps to reproduce the behavior:
Summon a shadowspawn
Use the Dreadful Scream (Summoned Fear Shadowspawn (CtR)) and target everything in range
Only effect is on the shadowspawn

Expected behavior
Make a save vs spell DC for each target and apply the Frightened effect if they fail
