Show when period kind changes to proposal #456
Description
Currently the governance table only updates when there is some movement in the voting process. This means that after a promotion vote period, the table will not show that the chain is on a proposal period if there have been no proposals submitted. This is slightly unintuitive as looking at the table makes it seems like the chain has remained on promotion vote.
