Action Bar does not appear on non-main display

Describe the bug
The top action bar does not activate when hovered over on a display that isn't your primary display.

To reproduce
Steps to reproduce the behavior:

1. Enter a server.
2. Drag client to a second monitor.
3. Hover over top, the top action bar should not be visible.

Expected behavior
When the cursor moves to the top of the window, the action bar should appear regardless of
