integrate spectate into vanilla follow mode #4156
Description
perhaps with an overlay below the follow status window that gives controls, like
- follow next/prev unit
- enable automatically switching between units
- disable pausing and announcement popups
- select which kinds of units you can cycle among
remove state persistence -- settings can be ephemeral
