Update regen feature to append #64
Description
Currently, regenerating the database deletes the existing file and creates a new db. Making a small change to the db creates a new db entirely and takes hours.
We should add the option to the regen feature to allow an update to the db by appending to the HDF file the specified change instead of regenerating over the entire ISISDATA area.
