Over [here](https://www.bluetooth.com/specifications/assigned-numbers/16-bit-uuids-for-members/), it is stated that Ubique controls the 0xFD68 Bluetooth UUID. At the same time, it is stated [here](https://github.com/DP-3T/dp3t-sdk-ios/blob/4ab9c2044e47a632fdbf4f48c7d4a7b3cd9345a0/CHANGELOG.md) and [here](https://github.com/DP-3T/dp3t-sdk-android/blob/739bf165b0d47c8ccdea6f3dbbd2252cb521aef4/CHANGELOG.md) that this UUID is controlled by DP3T. Who actually controls it? Who paid for it?
