Description
As a program manager I would like to be able to define a hierarchy for my languages so specific variations could be overridden by translators and I would be able to provide better translations for sublanguages faster.
ex fr-ca and fr-fr are under fr. The resulting fr-ca file would be non overridden fr translations + overridden fr-ca values.
