Add option for users to "opt out" of being tweeted about

Privacy-conscious individuals may not enjoy being tweeted about, even if it is just their "handle".

Create a user option to enable/disable tweeting about their activities. 

Potentially break it down into sections. "upload/download" "external programs" "messaging" and "logon/logoff" notifications can be individually toggled.
