Implement User trashing and restoring

The following features are needed:

• A user should be able to trash and restore other users
• A user cannot trash himself
• Trashing and restore action must be limited to users with correct permissions
• The Users resource must allow viewing and restoring trashed users
• A trashed user cannot login

Considering Filament has trashing/restoring support, this should be pretty easy.

Feature tests must be included.

I have implemented user trashing & restoring by:

• Enabling soft deletes in the User model.
• Preventing users from trashing themselves.
• Restricting actions based on permissions.
• Ensuring trashed users cannot log in.
• Adding a filter to view trashed users in Filament.
• Writing Pest PHP tests to verify functionality.

Let me know if any changes are required.
