Down in affordable mode using GCP did not bring down the database

Tried to bring a project down that had a database.

In verbose mode, I had these lines:

2025-11-03T15:43:28.278+01:00 cd pulumi  ** Destroy succeeded in 1m4s
 * Done.

But in the GCP console my database was still there.

My understanding was that in affordable mode, the db would come down.

If this is the intended behaviour, we should document how to bring it down fully. Maybe a -f flag.
