Money can be moved in and out. - [ ] User ranks budgets. - [ ] User is able to import transactions from bank - [ ] When transactions are imported, they are added to budgets - [ ] Users are able to move money from budgets to budgets - [ ] At the close of the month reconciliation is done where extra cash is moved to budgets based off of rank.
