Gamemode switcher is not disallowed by default

The gamemode switcher (F3+F4) can be opened by anyone, though you still need the relevant permissions to actually change gamemode.

This is effectively harmless, but it'd be nice if it was disabled by default. Even if only to prevent other people experiencing the minor panic I felt when I was told by a player they could open the gamemode switcher, and sending me this screenshot >.>

Running VP version 0.3.1 on Fabric 1.21.1, with LuckPerms version 5.4.140

Thinking a little longer, this is probably somewhat complicated to fix (if its even possible) without also putting the mod on the client. I'd imagine the gamemode switcher is entirely clientside 🤔

Yeah, the gamemode switcher is clientside. We have to make the client believe that it is OPed for this and similar things.
