Automatically clean up old DEV mode assets

Have some job that runs in dev mode where it cleans up old assets every so often. We may also want to turn off diff caching for dev mode.

I'm going to expand this to include better overall cache management. It gets pretty unwieldy during testing b/c there are multiple levels of caches (source level, diff level).
