Polaris is not currently obeying `use_e3sm_hdf5_netcdf`

In #502, I neglected to include a mechanism for reading the use_e3sm_hdf5_netcdf config option and use it to ensure that the associated modules are included in the spack build and the load script. This needs to be fixed in the next spack deployment.
