We should somehow have CI for our `eb_hooks.py`

This may be easier when easybuilders/easybuild-framework#4918 is merged, as hooks could then become a separate repository entirely.

For the CI this would most likely give us a finer control on the checks (could extend the functionalities based on what we actually want to test)

The main problem on this front is that if someone wants to add to the hooks we provide in eb_hooks.py when using EESSI-extend they would have to copy the file and repoint --hooks to their local version.
