Need to update the command options to start nodeos

The description to start nodeos in

is not up-to-date. The plugins --plugin eosio::history_plugin --plugin eosio::history_api_plugin --filter-on="*" \ have been removed or deprecated. So these plugins should be removed from the command options list.
