Improve OpenCV stream

Improve the performance and stability of the gstreamer stream to opencv.

Some things to try would be limiting resolution and fps, look at caching, look at threading, add hardware decoding and improve the performance of the opencv algorithm.

The OpenCV stream currently works fine at 15 fps at 480p for testing purposes. Hopefully this can be improved in the future.
