problem in create docker images

Hi
I want to create docker image from Dockerfile of project
But I've got error on downloading some packages from huaweicloud as follow:

fetch https://repo.huaweicloud.com/alpine/v3.9/main/x86_64/APKINDEX.tar.gz
fetch https://repo.huaweicloud.com/alpine/v3.9/community/x86_64/APKINDEX.tar.gz

ERROR: https://repo.huaweicloud.com/alpine/v3.9/community: IO ERROR
WARNING: Ignoring APKINDEX.6f0bc5eb.tar.gz: No such file or directory

how can I fix it?
