Hesiod should send an alarm when sync fails

This should trigger a warning to RT, but only on the first fail. If there is already a sync.failed it should not spam RT with messages.

This will not be foolproof, but it will catch the case where /mnt/lustre becomes disconnected.

Add unit tests before implementing.
