`rmtr-helper`: Add option to create talk page RM

Add an automatically selected option to create a move request on a title's talk page if it is removed as contested.

Note: This may best be done after the script is eventually migrated to OOUI or Codex (#6).

I feel like that's something we should leave to other scripts like Move+.

@aaronliu0130 is that something that is actually implemented by Move+? I do agree though, this feature is a bit outside of the scope of the script.

Move+ creates requested moves for whatever page you want.

Ah, I wasn't aware of that, I thought it was simply a tool for moving the pages!
