Fix file storage/system integration

• Currently the file system integration, allows storing images. But it is not setup to display images in the Admin.UI
• It will also only support storing images in one location, which will be the API project, as it is easiest that way.
• Add support for external file storage, like cloudflare images and possibly AWS S3

• Fix the profile picture integration, when using file integration.
  • Currently the IdentityServer stores the profile pictures locally if, the user updates their profile picture. This should be moved to the API project. It should call the API to upload the profile picture. Or we can just store profile pictures on the IdentityServer project. (This is not an issue when using external services like: Cloudflare Images)
