Anchorage Repairs notifications come twice

I have set the Anchorage Repairs notification to arrive 4 minutes and 30 seconds in advance, but I receive notifications both 4 minutes and 30 seconds before and right before the repair.

Is it impossible to have the notification arrive only once, 4 minutes and 30 seconds in advance?

Do you enter port during the first and second notification?
Does the bug also happen if you don't enter port between notifications?
