neto is not recognized as an internal or external command

Hi,
Is this module supported on windows?
I've cloned the repository locally and successfully installed it with the command in the repo folder: pip3 install -e . --user
However i'm not able to use the commands saying that neto is not recognized:

Is the syntax different in the cmd?
