Create Action to Sync GitHub Data to Jira

This action should be able to sync data from GitHub to Jira.

The user should be able to define what field in Jira ticket to sync information to, what field in Jira should receive the data, and what value should be sent to to the Jira field.

The default strategy should be jira, but space should be left to add additional strategies in the future.
