Extend Protocol module to handle stats events and others

The current protocol module is quite sad, needs to be exteded to handle many types of events that are useful, such as a STATS l to all linked servers or a STATS u 

Also, the IRC parsing used here should most likely be improved as well as the output given as it will be passed to the statistics handler to actually generate statistics
