Animated Splash Screen

Currently, the system only supports a static .png splash screen. @TimKellyTheMighty, I wouldn't spend time on this just yet. It is possible to do animation, I'll just have to put some changes in place and I'm not sure how long that will take. I'll set it as a v.2 thing unless you find it more important.

Not essential to phase one. Take your time on that. A static page will
definitely work for now.
