Toggle features through Config

Currently does not have a config interface for allowing / disabling specific recipes. Perhaps writing up a story for which features should be config-enabled would be a nice feature to add?

Sort of a low priority to-do idea, not necessary but merely a convenience. For now you can google for a mod that disables recipes.

I have added the config file for recipes. I would like @spikespaz to build it. You can give it a test before building.
